RIVUS Cluj-Napoca entails the reconversion of an underutilized former industrial platform into an integrated mixed-use complex, open to the community and focusing on cultural, green, office, retail and entertainment uses. Designed as a socioeconomic development hub for Cluj-Napoca, the project supports key directions in the city’s urban strategy, including the consolidation of the green-blue corridor by landscaping the Someș riverfront and making it accessible.

Last year, this project was the beneficiary of the largest financing contract granted to a real-estate development in Romania, in the amount of 400 million Euro. Structured as a syndicated green loan between Erste Bank (Lead Arranger), BCR, EBRD and BRD, the financing is conditional upon the achievement and maintenance of the highest international sustainability standards (LEED Platinum and EDGE Advanced) and covers the entire investment cycle, from development and operation to refinancing. The concept for this project was developed in collaboration with the prestigious international architecture firm UNStudio and is based on in-depth market analyses and an extensive community consultation process, so it strategically caters to the public’s expectations for the mix of uses and the urban experience provided.

The most extensive urban lifestyle destination in Romania

RIVUS Cluj-Napoca will be the most extensive lifestyle center in Romania and a major hub for the entertainment segment nationwide. The project will feature more than 400 stores and a total leasable retail area spanning 142,000 sqm, in a complete mix of fashion, beauty, sports, jewelry, health & wellness, services, food & beverages, home & deco, entertainment, educational and cultural uses, etc. RIVUS will bring regional and national premieres to Cluj, including the most highly anticipated brands as indicated by the market studies conducted in the region: JUMBO, the IMAX technology introduced by Cineplexx for the first time in the region, the largest Cărturești concept-bookstore, HYPE by Kiddo’s entertainment center for all ages, Auchan hypermarket. The offer will be complemented by concepts developed by local entrepreneurs, which will represent more than 20% of the mix. Furthermore, the gastronomic scene will feature approximately 30 concept-restaurants and themed coffee shops, including notorious international brands, as well as national concepts.

The cultural component marks a strategic pillar of this project, by reconverting two industrial heritage buildings and integrating them in the public circuit. The former furnace hall, namely the Arcade Hall, will be transformed into a live arts center, operated in partnership with the local cultural community, while the former red brick façade administrative building, an icon of the industrial history of the area, will continue to accommodate administrative and public service uses.

A new green urban hub, supported by efficient integrated mobility

A defining element of the project is the green component, a hallmark of IULIUS’ urban regeneration projects. RIVUS will integrate 52,000 sqm of landscaped green spaces, directly connected to Feroviarilor Park and Armătura Park, contributing toward the expansion and consolidation of the green infrastructure in the area up to a total area of 140,000 sqm. The landscaping concept integrates a roof garden and green façades, as well as the planting of more than 100,000 decorative plants and 700 mature trees, with the latter currently acclimating in a nursery accommodated by the Cluj-Napoca University of Agricultural Sciences and Veterinary Medicine (USAMV Cluj), so that the project offers a high level of environmental comfort from the very first day of operation.

The project will be sustainable down to the smallest details: nZEB building development, design showcasing and securing a connection with Someș River, using natural materials, maximizing natural lighting levels in indoor spaces, as well as energy efficiency, infrastructure conducive to environmentally friendly transportation, alleys that allow for water circulation, landscaping geared towards supporting biodiversity, renewable energy production, etc.

The project enjoys a strategic position, with regional accessibility and direct connectivity to the existing urban grid, and the investments undertaken by IULIUS in the agreement signed with the Municipality will substantially contribute in upgrading the mobility infrastructure in the area. The list of works thereunder features the building of a new road bridge across Someș River, including four lanes, sidewalks and bicycle lanes, two pedestrian walkways, upgrading Porțelanului Street and Câmpul Pâinii Street, the development of approximately 3,200 meters of bicycle infrastructure, as well as the fitting of up to 4,800 parking spaces (of which 900 will feature electric vehicle charging stations) and 1,600 bicycle parking spaces.

The urban regeneration process was supported by an investment upwards of 7 million Euro in the relocation and upgrading of Carbochim factory, an essential step to continuing the manufacturing activity, which is a rarity in the local real-estate industry. The factory is still operating today, retained its employees, and conducts its business in substantially improved technological and operating conditions, which further emphasizes the responsibility and sustainability of the entire undertaking.

The iconic building of the former Carbochim factory was erected between 1949 and 1952 and features approximately 2,300 sqm of gross floor area spanning on four levels. The building carries ambient value, being a landmark for the industrial heritage of Cluj, and is now undergoing a complex consolidation and structural reconfiguration process that will breathe new life into it.

Before the works commenced, the building – an old edifice with a vertical structure comprising the ground floor and three upper floors – featured a closed structure supported by massive beams, load-bearing masonry, and rooms arranged symmetrically along both sides of a central corridor. The severe state of disrepair required complex intervention, preceded by historical, architectural, and structural strength studies, carried out using 3D scans and material tests, in order to identify the elements that could be safely preserved and used as symbols of the area.

Technical assessments classified the building as seismically vulnerable, on account of both its age (over 75 years) and the technological solutions used in its original construction. The final decision was to completely rebuild the interior structure, while carefully preserving and restoring the red brick façade.

“The interior structure was rebuilt in three phases, reconfiguring the building one third at a time. The exterior walls were consolidated using shortcreting – a technique for applying concrete in thin, vertical layers, thus ensuring the stability of the masonry. On the inside, the building has been fully rebuilt, only preserving the original outer walls. We preserved the original vertical structure and geometrical proportions, while also integrating openings that allow for natural lighting in the indoor premises, which is a novelty compared to the original layout. The staircase has been completely upgraded and fitted with an elevator, and the roof has been rebuilt and fitted with sheet metal roofing panels for enhanced durability,” explained Vlad Samoil, project manager for RIVUS.

The preservation and reintegration of original materials, for the sake of sustainability, is an essential element of the rehabilitation. To this end, the bricks used in the original building have been salvaged and reused in the current intervention. In fact, the building has a unique history: the bricks that were also used in the original construction, had been previously salvaged from buildings damaged during World War II, in a context where communist era construction projects would frequently employ solutions of this type.

Sorin Guttman, the manager of the RIVUS mixed-used project, notes: “The bricks resulted from partial demolitions have been reused to restore the façade, because we wanted to preserve the visual authenticity. To us, this is a natural progression for the history of this place, which we revere and wish to see reflected in the new project. The administrative building with red brick façade is one of the most iconic industrial buildings in Cluj and we will repurpose it in the RIVUS project. Once completed, the building will accommodated mixed office and service premise, integrating the industrial past of the site into a contemporary urban concept, where heritage and modern functionality complement each other.”

Key figures for the uniqueness and extent of the conservation efforts for the red brick building:

• Restored brickwork area spanning 840 sqm, the equivalent of approximately 67,000 bricks.
• The consolidation entailed 1,300 cubic meters of concrete and 98 tons of armature.
• The works – entailing sanitation, demolition, consolidation, new structure rebuilding, and façade restoration works – were carried out over the course of approximately 24 months.
• The process of cleaning the brick joints, replacing damaged ones, and restoring the joints alone took approximately 6 months.
• The original timber truss roof has been fully rebuilt in metal, using 18.5 tons of metal structures.

The contestants received a series of images with the actual construction site premises, which they had to animate and add surprising perspectives to. The initiative aimed for each work to provide a new visual and conceptual dimension to the space undergoing this transformation, revealing the artistic potential hidden in the technical structures. The contest also sought to provide students with the opportunity to express themselves in real-life contexts and to encourage creative exploration in unconventional spaces. The 15 works were reviewed by a jury comprised of UAD and RIVUS representatives, based on the following criteria: originality and creativity of the works, thematic interpretation, and visual and esthetic impact. Six winners were selected and will be rewarded with prizes designed to support their academic progress.

A selection of the students’ illustrations, not just the winning ones, will be showcased over the upcoming period in a photo gallery published on RIVUS’ social media platforms.

University students’ visit – Outdoor laboratory for future engineers

As part of the partnership between the Technical University of Cluj-Napoca (UTCN) and RIVUS, the students return to the construction site on a regular basis to closely follow the progress of the project.

During the latest visit, 30 students specializing in Geotechnical Engineering, Civil Engineering, and Railways, Roads and Bridges, accompanied by teachers, have returned to the RIVUS construction site for a technical visit dedicated to special foundations. The students observed the construction process for slurry walls and pile walls, and were able to discuss directly with the specialists involved in this project. The visit connected the theoretical knowledge from Geotechnics and Foundations courses with practical on-site experience, transforming the construction site into a learning environment.

High-school students’ visit – First direct contact with a large scale construction site

As part of the “Atypical School Week” program, 11^th grade students from the “Anghel Saligny” Technical College specializing as construction drafting technicians and as construction and public works technicians, have also visited the construction site. For many of them, this marked their first-ever experience with a project of this magnitude.

“The children pass by the construction site every day and were very curious about it. In the 11^th grade, we study resistance structures, so being able to see these structures for themselves was incredibly helpful. Many students continue in this field, as there is always a need for builders in Cluj,” said Aurica Rotund, Eng. Professor.

The installation „Echoes of Transformation: From Industrial Past to Sustainable Future” is a gallery of images that symbolically marks the transition from the industrial history of the Carbochim Factory to a new stage of development represented by RIVUS, the largest urban reconversion project in Romania. In the first phase of this initiative, IULIUS relocated the Carbochim Factory to a site designated for industrial use and invested 7 million euros to optimize and streamline operations, which continued without interruption.

Built upon an authentic element recovered from the former factory, the installation made of metal and textile components features a spiral of images that capture the story of the place and reflect the transformation process of the industrial site: from the founding of Carbochim in 1949 to the beginning of its modernization and conversion into a mixed-use urban space, open to the community. Throughout its history, the Cluj-based factory has faced numerous challenges and milestones, becoming over time a model of industrial best practices thanks to its capacity to adapt and evolve.

Installed on Monday, October 20, on 2 Iuliu Maniu Street, in front of the Youth Center, the artwork can be admired by Cluj residents, as well as by anyone interested in the project, until Sunday, October 26, as part of the Transylvanian Architecture Biennale (2025). It offers a great opportunity for the curious public to learn more about RIVUS and the transformation of the former industrial site into a vibrant part of the city.

The RIVUS project aims to preserve and celebrate the site’s history by retaining and integrating into the new development two buildings of architectural value — the former furnace hall, set to become the Arcade Hall, and the red-brick administrative building. By adopting this approach, the urban reconversion honors the area’s industrial heritage and reintegrates it into the fabric of the contemporary city.
